Choosing Better Oral Health has been released ahead of next year'schanges to dentists' contracts that put a stronger emphasis onprevention and health promotion.
Improving children's dental care is a priority for the plan, which alsowants to increase partnership working between dentists, schools, primarycare trusts and pharmacists.
Plans include promoting early tooth brushing and including dental healthin personal and social education lessons.
But a British Dental Association spokeswoman said that while the plansare "laudable, there are simply not enough people across the dental teamto do all these things".
While UK children have the best teeth in Europe overall, the lateststatistics show the probability of tooth decay among children in thelowest social group is 50 per cent higher than those in the highestsocial group.
