The charter was put together by a group of 12 young people in a youngoffenders institution after work with young people in five otherinstitutions.
They call for the opportunities to ensure they stay safe and healthywhile in prison and when they leave. Healthy food, fresh air, drug andalcohol support, as well as good relationships with staff and otheryoung people are all cited as being important.
The charter is part of the National Children's Bureau's Healthier Insideproject.
Ellie Lewis, the project development officer, said: "Young people wantone-to-one attention from staff and to feel like they're cared for."
The charter is due out later this month. A guide for youth custody staffis due in April.
