The National Service Framework for Children, Young People and Maternity Services will lay down the standards that will underpin the development of youth health services in England over the next decade.
It will contain a specific set of standards for young people and emphasise the need to provide young people's services separately from those for children and adults, particularly in hospitals.
The framework will seek to offer young people a more flexible health service based on their circumstances, including being able to receive treatment outside of school hours. It will also promote using text messaging to provide advice to young people and to remind them to take medicine.
