Les Lawrence, who is also cabinet member for children, young people and families in Birmingham, said: "I'd challenge whether we need the concept of head teachers, because you can pay a head of teaching and learning to be responsible for attainment. They would be responsible for educational outcomes, but not trained to be human resources professionals, finance directors or asset managers; you can get someone else to do that."
Speaking at a Children's Services Network conference last week, he also suggested schools would be replaced by "learning environments". These would be flexible facilities designed to meet the learning needs of young people.
