Think-tank Race on the Agenda's Building Bridges project has found that policies to combat these crimes are too specific, and lack awareness of context.
A report on the first phase of the project, which is due out tomorrow (19 July), aims to find ways to build relationships between those affected by and involved in gun and knife violence, and those who create policies to tackle the problems.
There has been a spate of gun and knife crime deaths involving young people since January.
The report identifies factors that lead young people to become involved in these crimes, including social exclusion and poverty.
