A critical report by the Committee of Public Accounts has accusedlottery distributors of not following their own policies and being "tootimid" in giving out funding.
The report, published yesterday, reveals distributors have failed tomeet targets to halve balances by 2004 and in some cases these hadactually increased.
At 676.7m, the New Opportunities Fund, now part of the BigLottery Fund, has one of the largest balances.
