In plans set out by the Department for Culture, Media and Sport (DCMS), the Government will direct funding towards projects that promote "youth inclusion" and those that provide after-school and holiday activities.
A spokesman for the department said that the fund would address the "social inclusion agenda". It will target ethnic minorities and disabled groups, as well as projects that tackle young people taking part in antisocial behaviour, "because that could be as a result of feeling excluded".
More detailed plans for awarding grants to youth projects will be developed in consultation with representative groups of children and young people.
However, no decision has been made on how this would work or the young people who will be recruited.
