The commitment is made in a letter from children's minis-ter Margaret Hodge to BAAF Adoption & Fostering.
The charity's chief executive, Felicity Collier, said: "It's an excellent promise. I don't think you can shirk from the fact that we need greater investment and I'm reassured the minister has said this should happen."
The timetable for implementing a minimum allowance for foster carers in England and Wales, the result of a late amendment by the Government to the Children Act, is also made clear.
The early part of this year will be spent consulting stakeholders on what the allowance should cover and how to take account of regional variations in costs and differences in children's ages.
