Fostering Adolescents in Merseyside (FAIM) aims to provide a cheaper alternative to independent fostering agencies for local authorities, and will cost authorities around a third of other providers, according to Barnardo's.
Peter Tomlin, children's services manager of the scheme, said: "Local authorities are struggling to find placements for this particular age group."
