Feature: How to meet the 14-19 challenge

As the new diplomas for 14- to 19-year-olds get under way, Sue Learner asks the experts how local authorities can prepare for the changes that lie ahead.

The government's chief qualifications and curriculum adviser has described 14-19 diplomas as "the biggest development in examinations anywhere in the world".

The new qualification, which combines academic study with work-based learning, will be available in 17 subjects across England by 2013. Last month, the first of five diplomas became available in schools and colleges (see box).

The nature of the diplomas and the range of subjects means they cannot all be taught in one school and will be off- ered in partnership with other schools and colleges. This is "a massive undertaking in terms of logistics, organisation and co-ordination," says John Dunford, general secretary of the Association of School and College Leaders.
