This initial discussion paper looks at how best to deliver this extended free entitlement, so that it has the maximum impact on improving outcomes for children and their families.
The paper will focus on issues such as flexibility and quality of provision. The key principles of the entitlement will remain: it will be available according to parental demand, be delivered by a range of providers, and be completely free at the point of access. The feedback from this discussion paper will then be used to produce a draft code of practice, which will be subject to a formal consultation process this autumn.
