Consultation on Draft Code of Practice on Provision of the Free Entitlement for 3- and 4-year-olds

This consultation seeks views on the draft code of practice for local authorities through which the free early education entitlement for three- and four-year-olds will be implemented from September 2010.

The draft code of practice is part of a second-phase consultation process and includes the findings from the initial government consultation that ran over the summer.

The code has been revised to reflect changes to the amount of free entitlement (12.5 hours to 15 hours) and how it is delivered. It will form statutory guidance for local authorities implementing the free entitlement, and sets out the considerations for the full roll-out of the extended offer. It underpins the government's vision for all children, irrespective of background, to have access to high quality early learning and childcare.
