The review's Breakthrough Britain report says schools should be givenmore freedom from central and local government and criticised the "topdown" approach of the Government's extended schools programme.
Ryan Robson, who examined education policy for the report, told ChildrenNow that schools should decide what extended services to offer. "Thereshould be flexibility," he said. "We want head teachers to be given theflexibility to decide what other services to offer - it doesn't need tobe prescribed from the top."
The report also proposed giving disadvantaged pupils education creditsworth 500 a year that could be spent on extra tuition oractivities. Robson said the money from these credits could help schoolsprovide extended services.
