The report, by Health Behaviour in School-aged Children (HBSC) and the World Health Organisation, examined teen drinking in 41 countries in Europe and North America.
Inequalities in Young People's Health: HBSC International report found 52 per cent of 15-year-old Welsh boys and 54 per cent of Welsh girls have been drunk at least twice. In England the figure is 50 per cent of 15-year-old girls and 44 per cent of boys the same age.The report also said three out of 10 girls aged 15 in Wales were trying to lose weight.
Keith Towler, the children's commissioner for Wales, said: "Although a number of initiatives have been developed to help tackle problem areas such as teenage drinking and drug-taking, we are continually failing children and young people in a number of these areas. This study makes uncomfortable reading, however we cannot ignore its findings."
