Education: Scotland - Union hits out at migrant-cap calls

A teachers' union last week criticised calls by Scottish teachers to cap the number of non-English-speaking pupils per class.

Members of the Educational Institute of Scotland, the biggest Scottishteachers' union passed a motion to negotiate an agreed national limit atits annual conference in Perth.

Members said increasing economic migration is making it harder tobalance teaching children who do not speak English with educating oneswho do.

But rival union the Professional Association of Teachers said teachersneed more resources rather than "artificial limits" on migrantpupils.

"All children should benefit from the mingling of cultures, which shouldenrich their lives and would help to prevent misunderstandings andprejudice, and help to integrate immigrant groups," said Jim O'Neill,the association's professional officer for Scotland.
