The document, due to be passed to ministers imminently, sets outScotland's progress on adhering to the United Nations Convention on theRights of the Child ahead of the committee's report on the UK nextyear.
But Hugh O'Donnell MSP, education spokesman for the Scottish LiberalDemocrats, said the draft fails to highlight how asylum-seeking childrenare still being locked up despite a ban on the practice. He said: "Thereare instances in relation to enforcement activity where children arestill being removed. Despite an agreement with Home Office, the ban hasnot been applied."
