Education Plan: Youth minister says trusts will be for all

"I don't know why people think this, they will cover from birth to 19," Hodge told YPN. "They are bodies for planning and commissioning services and will have to provide all services that affect young people."

Concerns about children's trusts resulting in funds moving towards early years work were renewed by last week's Five Year Strategy for Children and Learners, which stated that funding for the trusts would be subject to minimal ring fencing.

Hodge also ruled out renaming children's trusts as children and young people's trusts.

"It's what they achieve that is important," she said.

Organisations form green paper group The National Council for Voluntary Youth Services (NCVYS) and The National Youth Agency (NYA) are forming a working group to draw together input into the green paper on youth.
