Cris Tomos, chairman of the Small Welsh Schools Fund, said the money would be used to give immediate support to schools threatened with closure.
"The system is totally one-sided because public resources and funds can be devoted by the Assembly and county council."
The fund will be run like a lottery and campaigners have sent out letters asking parents to contribute 1 a week.
"All smaller village schools in Wales are under threat because of the Welsh Assembly's policy to build area schools," said Tomos.
But a spokeswoman for the Welsh Assembly denied having a policy of closing schools and said it was up to local authorities to decide whether to close schools.
