Speaking at the launch of the Setting Targets for Pupils with Special Educational Needs report, chief inspector of schools David Bell said: "Setting challenging targets for pupils with special educational needs can help both pupils and schools focus their efforts and learning on achieving realistic goals."
The report recommends that local authorities should include special educational needs pupils in the overall system of collating and analysing pupil achievement data.
It also calls on the Department for Education and Skills to do more to recognise a wider range of achievements in national performance tables.
