The guidance states that directors of children's services and leadmembers for children's services should "focus relentlessly on narrowingthe gap in educational achievement between looked-after children andtheir peers by improving the stability of their lives".
In particular, the guidance sets out the steps to be taken so that alllooked-after children of school age have an effective and high-qualitypersonal education plan.
Launching the guidance, junior children's minister Maria Eagle said:"Directors of children's services, along with lead members, have acrucial role to play in creating a culture of high aspirations amonglooked-after children."
