The Ofsted report on managing challenging behaviour suggests that thousands of schools are failing to implement the vision set out in Every Child Matters.
"Local education authorities and schools recognise the importance of working with other agencies but less than half have established strong partnerships," it says. "There are still many instances where the communication between schools and professionals is weak."
It calls on local education authorities to "encourage effective partnerships with other services". The report also suggests that gang culture is widespread but the Department for Education and Skills played down this suggestion, emphasising that the finding was based on reports from three out of the 15 schools that were visited.
