But while Ofsted made no apologies for having "raised the bar ofexpected performance for schools", teachers' unions condemned the factthat the goalposts had moved.
Chris Keates, general secretary of NASUWT, said the "changingdefinitions of success and failure" made it "increasingly evident thatOfsted has had its day". However, shadow schools minister Nick Gibbwelcomed Ofsted's "continued rigorous standards".
The number of schools in special measures increased from 208 at 31August 2006 to 243 at 31 December 2006.
