9.1% of nursery and primary school pupils taking free school meals inJanuary 2004 (14.2 per cent in England)

2.2% of primary pupils did not have English as their first language inJanuary 2004 (11 per cent in England)

In its last inspection report, Staffordshire's local education authoritywas found to have "significant weaknesses" in its strategy for specialeducational needs. The authority was criticised for not meetingstatutory obligations and failing to provide value for money.
