The Department for Education and Skills commissioned the National Foundation for Educational Research to examine barriers to vulnerable children accessing examinations at the end of Key Stage 4.
It found that Traveller, asylum-seeking, and looked-after children were most at risk. "Their mobility can mean that they may not be entered for examinations, or may be entered but are not at school when they take place," said the report.
"Their mobility will also mean that they are likely to be starting courses and then moving on to other schools that may be using a different awarding body, specification, style of teaching, and/or different options."
