A report, published by the New Local Government Network last week, saysthe Government should publish lists of bodies it considered suitable tosponsor schools.
It also says councils need to become more comfortable with the task ofmaintaining links between schools, even though under proposals in theEducation Bill schools would be more autonomous and could potentiallycompete.
The report, Schools of Thought: How local authorities drive improvedoutcomes in education, also says joint area reviews should assesswhether local authorities are able to manage a range of suppliers ineducational services and create shared goals across schools in theirarea.
