The Public Accounts Committee found that the Government spent 885m on initiatives to tackle truancy and improve behaviour in schools over the past seven years, but unauthorised absence remained stable before increasing last year.
The report, Improving School Attendance in England, backs a series of measures to reduce truancy, including improving vocational options to make courses more interesting for older pupils, and increasing the use of electronic registration systems.
"There is no simple solution to this problem," said Edward Leigh, the chairman of the committee and Conservative MP for Gainsborough. "It requires concerted action on many fronts."
