The National Youth Agency (NYA) and British Youth Council were among the organisations giving evidence to the Education and Skills Select Committee.
The NYA chief executive Tom Wylie told Young People Now: "Those who don't involve youth work in schools are missing out."
In its committee statement, The NYA highlighted successful initiatives that formalise links between schools and youth services, such as the Department for Education and Skill's Active Citizenship in Schools.
"The earlier the mutual benefits of active involvement can be triggered, the more profound the outcomes," it said.
The committee announced that it would hold an inquiry into citizenship education in February this year.
