So, you'd be forgiven for thinking the Government-appointed taskforcesimply concentrated on asserting the rights of teachers and reiteratingthe responsibilities of pupils and parents. However, The Practitioners'Group on School Behaviour and Discipline, headed up by Sir Alan Steer,actually took a much broader view of behaviour challenges nowadays, andits 72 main recommendations ranged from subjects as diverse as schoolleadership and staff training to the role of building design. In fact,the report recognises there is no single answer to the problem of poorbehaviour, and that the issues are complex and wide ranging.
One of the group's most interesting solutions is the belief that schoolsshould collaborate, via local partnerships, to share hard-to-placepupils.
