In an exclusive interview with Children & Young People Now, Balls said his department's dual accountability for the YJB with the Ministry of Justice aimed to "strengthen the role the youth justice system can play in preventing crime".
He added that while a process had been under way to hire a new chair he had had "a number of conversations" about the role with Justice Secretary Jack Straw. The job specification has been redrafted and will be advertised imminently.
Respect tsar Louise Casey is among those who have previously been linked with the role, held currently on an interim basis by Graham Robb.
