In a new report, it argues that 70 per cent of early years workersshould hold an NVQ Level 3 in Early Years and Education by 2010.Currently, around 58 per cent of childcare staff have thisqualification.
In order to achieve these levels, the report says that the Children'sWorkforce Development Council and the Department for Education andSkills should work together to simplify the training and qualificationssystem. They should also draw up new regulations and incentives to raiseminimum standards on training and qualifications.
Jane Haywood, chief executive of the council, said: "Studies illustratethat higher qualifications mean better outcomes for children and we haveset this ambitious target to ensure that our children get the bestpossible start in life."
