The scheme, to be piloted by education charity the Sutton Trust, will be aimed at mothers in deprived areas who do not participate in projects such as Sure Start.
Two pilot centres will be set up, one in London and one outside the capital.
The centres will offer early years provision, support and advice within supermarket sites. Tesco has indicated its interest in the pilot.
Sutton Trust chairman Peter Lampl said: "The big problem is how you reach the people that really need help. Some people wouldn't go to a community centre - but everyone has to go to the supermarket."
The trust is also embarking on a further piece of early years research, carried out with charity Maternity Alliance, which will look at early years provision in other countries to see if Britain can run similar schemes.
