The alliance is recruiting 12 settings in a mix of rural, urban and inner city areas to test three different models in the year-long project.
Settings for the first model will be asked to look at the language they use, such as the wording of notices and body language.
"For example an invitation to just 'stay and chat' or 'stay and play' might appeal to mums but dads might respond more to being asked to 'volunteer'," said report author Tim Kahn.
Other settings will test targeting activities at fathers, such as sessions on Saturday mornings for working dads, while the third model will involve discussion with parents to address gender issues. A control group will be sent an advice leaflet.
