More than 400 nursery providers, mainly from the private, voluntary andindependent sectors, met with Kent County Council and representativesfrom the Department for Education and Skills last week to discussfinancial problems.
The DfES code of practice for nurseries bans nursery providers fromcharging parents 'top-up fees' to meet the gap between funding availablefor three- and four-year-olds, and the actual cost of free childcare.The code came into effect in April 2006.
Nursery providers in Kent, 92 per cent of which are from the private,voluntary and independent sectors, say they will be forced to raise feesfor children who are not funded under the free childcare entitlement tocope with the deficit.
