As early years providers prepare to offer more free childcare, Ross Watson examines how to overcome the key challenges.

By September next year, all parents of three- and four-year-olds will be entitled to 15 hours of free childcare a week for 38 weeks a year, which they will be able to use flexibly to meet their needs. While it is good news for working parents, the move throws up new challenges for local authorities and early years providers. Last week, the Department for Children, Schools and Families (DCSF) published a report, Extended Flexible Entitlement for Three- and Four-Year-Olds, on the experiences of 20 councils engaged in a trial run of the scheme since April 2007. Here, we look at the key challenges and how they were overcome.
