The study looked at all interventions in a child's life, ranging from extra support at school to tackling complex needs, and concluded early intervention was both cost effective and more successful at helping children.
It also highlighted a decline in the effectiveness of support for children and young people as they get older. The report, A Model of Intervention in Childhood, said this was because younger children had fewer experiences that may have reduced their confidence and motivation.
About one in 10 children who need some form of intervention were found to be slipping through the net and going without support during their childhood.
