Speaking at the Involving Children and Young People in Learning conference last week, Keith Bartley criticised the recent amendment to the Education and Skills Act, which places a duty on schools to seek pupil views on a range of issues.
He claimed the legal duty is not "the most productive way" of involving children and young people.
He warned teachers must have freedom to exercise personal judgement and said he understands why some associate pupil voice "with a dangerous loss of control".
