Disability: Centre delay means children miss out

A whole generation of children with disabilities might not get the best start in life because of a delay in plans for a national centre for early intervention, Mencap warned last week.

The learning disability charity, which co-ordinated agovernment-commissioned feasibility study, has expressed deepdisappointment after learning a decision on funding has still not beenmade. The centre would lead efforts to end a postcode lottery forservices for disabled children under five by promoting better standards,information and training.

The charity expected junior children's minister Maria Eagle to announcethe funding at last week's Early Childhood Intervention conference. Butall Eagle would say is that a decision would be made "in due course",prompting fears the initiative could be pushed back to the nextcomprehensive spending review.

"That effectively means a whole generation of under threes will missout," said Lesley Campbell, Mencap's national children's officer.
