More than a dozen reports have been published measuring performance; most are jurisdiction-specific and a few are UK-wide.
Even if you only read one or two of these reports, you cannot get away from the fact that all is not well in the lives of those children who require additional support or services to meet their needs. However, I also get the overriding impression that society views our children as a "drain" and cannot wait for them to grow up and start paying their way.
The evidence for this goes back many years. The social control experiment by the Labour government, with its introduction of ASBOs and increased demonisation of our young people - which still pervades our media and social discourse - is something that the UN Committee on the Rights of the Child was very concerned about in 2008. If similar language was used for any other group of people it would rightly fall foul of equality laws.
