Debate - Does zero tolerance on bullying harm child victims?

Play expert Tim Gill has questioned the merits of always using a zero tolerance approach to tackle bullying, saying that in some circumstances children should be given time and space to deal with playground disputes by themselves.

Playground squabbles are one thing that children may well be able to sort out for themselves, but full-on bullying involving violence and verbal abuse is something else. How is a teenager supposed to sort out a situation where they're receiving anonymous abusive emails or death threats on their phone? It's essential that parents intervene in these situations. At Bullying Online we are contacted by up to four suicidal children a day. They tell us even teachers can't sort out some of these problems so how can they?
