Liam McManus was found hanging in his cell at 7.10am on Thursday 29 November. Staff and paramedics failed to resuscitate him and he was pronounced dead at 7.45am.
Liam, of St Helens, Merseyside, was halfway through a six-week sentence for breaching a supervision order when he became the 30th young person to die in custody since 1990.
His death has prompted outrage from children's groups, with children's commissioner Al Aynsley-Green calling for a more humane youth justice system.
His comments were echoed by Francis Crook, director of the Howard League for Penal Reform, who questioned whether the time was right for the government to consider letting prison staff use batons.
