Tougher rules announced for releasing paedophiles from prison; Council denies referrals made about mother convicted of son's manslaughter; and new schools commissioner appointed, all in the news today.

Under new legislation due to be announced today paedophiles will no longer be entitled to automatic early release from prison. The Telegraph reports that Justice Secretary Chris Grayling thinks it is “outrageous” that criminals who commit serious crimes are able to leave prison after serving just over half of their prison sentence. The new legislation is expected to be published next year.

Bradford Council has denied reports that police made numerous referrals to its social services department about Amanda Hutton, the mother of eight found guilty on Thursday of starving her four-year-old son to death. The Guardian reports that none of Hutton's children were on the at-risk register or part of a child protection plan at the time the body was found, according to Bradford Council. Hutton's son Hamzah Khan was thought to have been dead for two years before his mummified body was found in his cot in September 2011.

Frank Green has been appointed as the new schools commissioner. Green, who is the chief executive of Leigh Academies Trust, will promote the benefits of academies and free schools to parents, local authorities and school leaders. Green will replace Dr Elizabeth Sidwell. A Department for Education spokeswoman said his start date is yet to be announced.
