Foster carers should be able to send children in their care to boarding school, the think-tank Policy Exchange has said. It argues that government should increase opportunities for disadvantaged children to attend boarding school by 1,000 by 2015/16, to improve placement stability and address the issue of children being repeatedly moved around the care system. Matthew Oakley, head of economics and social policy at Policy Exchange, said: “While it is right the government has focussed on reforming the system of adoption, it is important that we do not to see adoption as a silver bullet. We must work harder to provide a care system that has a range of options to meet the diverse needs of children.”
