Criminal Justice Bill: Nacro to resurrect youth reforms

Crime reduction charity Nacro will try to resurrect a series of youth justice reforms when Parliament debates forthcoming crime legislation.

The Government's latest Criminal Justice Bill is expected to be unveiledin late May and will include some of the reforms that were to be part ofthe never published Youth Justice Bill.

It is understood that the new Bill will propose a youth rehabilitationorder for juvenile criminals. This will allow courts to use a singleorder for community sentences.

However, the Bill will not create the intensive supervision andsurveillance order (ISSO) that was to be in the Youth Justice Bill andthat many in the youth crime field wanted. The ISSO would have allowedcourts to sentence children to a tough community sentence rather thanprison.

But Nacro now wants to try and revive the ISSO by getting the House ofLords to add the measure to the forthcoming Bill. Chris Stanley, head ofpolicy and research at Nacro, said: "This is very important and we hopeto table an amendment to enact it."
