The scheme, provisionally called Positive Activities for Young People, will extend previous holiday-based activities for eight to 19-year-olds at risk of social exclusion and crime to a year-round brief.
It will be centrally funded by a pooled budget from the Department for Education and Skills, the Department for Culture, Media and Sport, the Youth Justice Board, Connexions and the Home Office.
A source close to the scheme said the first year will benefit from 25m in funding, three times more than the 8.8m allocated by the New Opportunities Fund for last summer's Splash Extra programme.
Local areas will be able to bid for part of the money to fund projects that aim to reduce antisocial behaviour and crime, improve participation in arts, sports and culture and encourage volunteering and citizenship.
