Councils make their case for more self-rule

Following the Scottish independence referendum, local government groups call for English councils to gain more control of children's budgets.

The debate surrounding the Scottish referendum on independence has rekindled discussions on the potential for devolving powers to local authorities.

Even before the result of the vote in Scotland was known, the County Council Network (CCN) published plans for a "radical devolution" of powers to improve children's services.

Its Our Plan for Government 2015-20 report calls for authorities to be given more control over budgets and five-year finance settlements, allowing them to plan ahead for the future.

As part of this, the CCN wants councils to able to decide how to spend money attached to the national programmes that are delivered locally, such as Troubled Families and Youth Contract, and for the removal of a government ringfence on school budgets.
