Manchester councils get more power over budgets

A group of 10 councils in Greater Manchester has signed a landmark agreement with the government that will see the area gain significantly more control over how to spend local budgets, including cash for 16 to 19 education and training.

The deal, which will see the area recognised as a unified "city region", means that central government will devolve a number of budgets and powers to the 10 councils, known as the Association of Greater Manchester Authorities.

A single funding allocation for the city region will finance all learners aged 16 to 19.

This will allow the councils to control an annual budget worth hundreds of millions of pounds while determining the mix and number of places needed for schools, further education and work-based learning.

The city region will also use its pooled budgets to set up a range of service delivery pilots, which will focus on driving up skills, increasing employment, supporting children in the early years and improving deprived neighbourhoods.
