Earlier this year, the National Centre for Excellence in ResidentialChild Care and professional body Croa (Children's Rights Officers andAdvocates), wrote to local authorities asking them to submit details ontheir care councils, but less than 50 have replied.
Croa policy officer Kamna Dev said a network of councils would ensuregood practice. She said: "A lot of young people aren't happy with thecare they receive and children in care councils must be effective inchanging policy."
