COUNCIL SPENDING: Children's services suffer in face of chronic overspend

Mounting financial pressure on children's services will undermine councils' attempts to implement the green paper, the Local Government Association has warned.

Helen Goody, programme manager for health and social affairs at the LGA, told Children Now that councils were already posting massive overspends as a result of a chronic shortage of funds - and that they could not be expected to take on extra duties without adequate funding.

"I think it is true that many authorities spend more than the Government expects them to - some spend way over that," she said. "They are facing enormous pressures on them already and will face more when the green paper comes into play.

"Our understanding is that budgets across the country are under severe pressure. We called for more money on the back of the green paper because we don't believe it has been fully costed."
