Total funding has more than doubled per pupil between 1997/8 and 2009/10, and will rise to £6,290 per pupil in 2010/11.
In order to determine a fair distribution of funding to schools, the Department for Children, Schools and Families has since reviewed its dedicated schools grant scheme and is now seeking views on how funds will be distributed to local authorities from 2011/12 onwards.
The government is intending to use a formula-based distribution approach that reflects the circumstances of pupils, and the consultation sets out the principles of this new formula. It recognises that fairness of distribution means that resources will be targeted where they are needed most and not every pupil or area will receive the same level of funding. Although the new scheme will see funds redistributed across local authorities, the continuation of the government's minimum funding guarantee will ensure that schools keep their funding stability.
