What is it all about? The government's 2010 Healthy Lives, Healthy People white paper set out changes to health funding and commissioning.

It states that public health funds will be ringfenced within the NHS budget and that local authorities will be given greater powers to improve health and wellbeing through local services. Primary care trusts are set to be abolished and replaced by a new NHS commissioning structure, led by local GP consortia.

What are the main points? It describes in more detail the public health functions and responsibilities across the health system and sets out proposed commissioning and funding arrangements. It is seeking views on how the proposals should be implemented and how the voluntary and independent sector can be brought in to support health improvement plans.
